Additional Property Attributes

A large portion of the building has since been remodeled by new owner to support further business and employee growth. New features include a new office areas, conference rooms, and a private exercise gym for employees. Additional areas are planned to undergo remodeling in the near future.

Former Use: Formerly occupied by an auto-parts maker that filed for bankruptcy in 2008, the sale and reuse of the parcels was hindered by known regional environmental conditions. In 2009, Surplus Management, Inc. explored moving its operations to the facility. The specializes in the purchasing, refurbishing, and resale of water treatment equipment to the Water/Waste Water Treatment industries. Suspected environmental conditions related to the historic manufacturing, including electroplating, became a hurdle. Furthermore, the parcels are located in a region where VOCs are present in groundwater and are actively being investigated by the IEPA thus increasing potential CERCLA liabilities. The City used Haz. Substance Assessment Grant funds to perform a Phase I ESA in May 2009 and identified a number of unresolved RECs. The RECs were investigated by a Phase II ESA in June 2009, which detected VOCs and PNAs in soil and groundwater samples. The City identified Surplus Management as able to rely on the Phase I and II, which provided the company bona fide prospective purchaser status and limited CERCLA liability, ultimately allowing for the purchase the parcels. In March 2010, the site was enrolled in the IEPA�s Site Remediation Program to obtain a No Further Remediation Letter. The City has agreed to utilize its existing Haz. Substance Assessment Grant funds to continue the investigation. Since relocating, Surplus Management has brought 13 full-time jobs and 3 part-time jobs to the Loves Park facility, as of October 2010. Three of the full-time and three part-time jobs were created as a direct result of the move. The company plans on adding additional jobs in the near future upon receipt of a wastewater discharge permit that will result in a production increase. Furthermore, the company has spent approximately 40,000 with local contractors on repairs and renovations to fix up the facilities and plans on an office renovation once design drawings are completed.
