Additional Property Attributes

The asbestos contamination is due to the prevalent use of asbestos-containing materials ACMs in construction projects at the time the structure and subsequent addition were built. ACMs have been identified in the vinyl floor tiling and mastic located throughout the structure and on the east exterior slab. Asbestos-containing materials have also identified in the hard pack fittings, piping insulation and boiler system. Types of asbestos-containing materials identified include Category I non-friable materials and Regulated Asbestos Containing Materials. Underutilization and deferred maintenance have contributed to the overall decay of the property, including the roof. Time and weather conditions have led to roof failure and aggravated decay to the asbestos-containing materials in the structure. Since the initial assessments were done, vagrants have broken into the building and strewn asbestos materials about, likely in search of recyclable metals. Previous investigations of the site include a Phase I Environmental Site Assessment ESA performed by the U.S. Army Corps of Engineers on September 24, 2007 as part of the U.S. EPA Targeted Brownfields Assessment Program. The ESA was completed in compliance with both the All Appropriate Inquiries Final Rule and ASTM E1527-05. An update of the Phase I was completed on February 27, 2008. A Phase II Environmental Site Assessment was completed for the U.S. Army Corps of Engineers and U.S. EPA Region 6 funded by the Targeted Brownfields program in March of 2008. The Phase II investigation included: a subsurface investigation of soils and groundwater, and b inspection and sampling for asbestos-containing materials and other regulated materials. The results of the Phase II found asbestos to be the only hazardous contaminant of significant concern on-site. The need for removal of mercury switches and light ballasts was also noted.

Former Use: According to historical resources, the Site was initially developed for residential usage and limited light industrial use. The southern portion of the Site was historically used as the American Red Cross of Central Oklahoma Red Cross main office building. The original Red Cross structure was built in the 1940�s. A second level was added to this structure in the 1970�s. Most recently the Red Cross used the building for storing surplus records, office equipment and disaster relief supplies. The Site currently consists of the Former Red Cross building to the south and a graveled parking area to the north. The Site has been underutilized for over 25 years and has been vacant since the MBD, Inc�s acquisition of the property in April 2008. MBD did a cleanup of the property under a BF grant from EPA. All asbestos, hazardous materials and structures were removed in 2010.
