Additional Property Attributes

The site will be used for parking to free up additional parking spaces for new downtown transit center. Supplemental assessments were conducted to further characterize contamination at the site in both groundwater and soils. On January 2011, the Texas Commission on Environmental Quality�s private contractor, Daniel B. Stephens & Associates, Inc. (DBS&A), conducted field investigations at the Site based upon an approved Field Sampling Plan. Results indicated the presence of elevated levels of lead, arsenic, cadmium and barium above groundwater protective criteria and established background values for Texas. Groundwater did not contain any contaminants above assessment levels established by TCEQ for residential land use. Potential human health, environmental (groundwater resources) and ecological exposure pathways appropriate for the affected soil at the Site were evaluated in accordance with Texas Risk Reduction Program criteria. Site-specific Tier 2 Protective Concentration Levels were developed for the soil-to-groundwater exposure pathway for the 3 of the 4 metals detected above groundwater protective criteria: barium, cadmium, and lead. The PCLs were derived using Site-specific pH, soil type, and thickness of affected soils. The presence of arsenic in soils was evaluated using procedures that utilize field sampling data to determine if the concentrations in soil could adversely affect underlying groundwater (i.e., could arsenic in soil result in contamination of groundwater). Based upon the technical determinations made, no soil contaminants were identified at concentrations exceeding the critical PCLs for residential land use under any reasonably complete exposure scenario. Consequently, no further evaluation was required under the VCP.
