Additional Property Attributes

The Phase I ESA did not identify evidence of recognized environmental conditions for the subject property, and no further assessments were recommended. Suspect ACMs observed at the Site include ceiling tile, vinyl floor tile, joint tape, wall plaster and mosaic tile mastic. Sampling and analysis of those materials would be necessary in order to determine the asbestos content of these items, if any redevelopment or renovation is to occur. The City of Springfield a 195,000 dollar Small Business Development Loan to the current owner for renovation of the building, which started in March of 2009. Progress has been made, but is slow due to economic conditions. Per 5-14-2010 email from A.Crite with City, redevelopment not yet complete. Interior renovations required dealing with suspected ACM. Per 7-20-2011 email from O. Hough with City,suspect ACM could be assumed to be ACM and removed. Appears as if that is what occurred. Owner paid for removal of suspect ACM, so cost unknown and 1 dollar listed as expense plus one job, pending City obtaining information. Redevelopment jobs and completion also pending City obtaining information.

Former Use: The subject property is currently a vacant, two-story building, which was constructed in 1884 with a one-story addition to the west portion sometime between 1910 and 1933. Historically, the Site has been occupied by a camera repair, a photography studio, a printing company, a typewriter company, a clothing company, a sausage manufacturer, and a cigar factory. Information regarding the use of the subject property prior to 1884 was not available.
