Additional Property Attributes

Historically, the site formed the western boundary area of the former Carondelet Coke facility. Based on the proximity of former gas purification operations to the site, known contamination just east of the site, potential gas purification activities on the western portion of the site, and the potential for contaminated fill to have been utilized on the eastern portion of the site, this historic site use is considered a recognized environmental condition.

Former Use: From the Remedial Action Plan: Soils, consisting of demolition and construction debris, are staged onsite. Material is reportedly from Laclede Gas Company�s line installation and repair activities. Material was sampled for possible contaminants of concern during recent Phase II activities. All analytical results were below anticipated Remediation ives, ROs. If these soils are planned for relocation/reuse during future redevelopment activities, as a conservative approach, the material should be placed beneath an environmental �cap,� consisting of a minimum of three feet of clean overburden material. If offsite reuse or other onsite uses are required as part of redevelopment activities, further sampling would likely be necessary to satisfy MDNR sampling frequency and density for a classification of MRBCA clean fill. An 1898 Whipple Fire Insurance Map indicated a gasometer, purifier and pump house on the western portion of the Site, near the intersection of Broadway and the River Des Peres. This area was investigated during the recent Phase II Investigation activities. A total of five sample locations were advanced in the area of concern. Two soil samples exceeded the anticipated non-residential ROs, though below construction worker scenarios, which are likely to be the completed MRBCA pathways. It is anticipated a detailed MRBCA tiered risk assessment will be performed within this area of the Site. This assessment may require additional sampling and collection of site-specific information. Any risk assessment involving Tier 2 or Tier 3 procedures will be detailed in a work plan to be submitted to MDNR for pre-approval. The area where exceedances were detected will be developed for access road purposes, and it's recommended that LCRA pursue a Certificate of Completion from BVCP by designing engineering and/or institutional controls and completing risk assessment activities consistent with the BVCP's MRBCA process.
