Additional Property Attributes

Utilizing the 128(a) grant, in the Fall of 2009, MassDEP performed an Enhanced Phase I Environmental Assessment at the former Spencer Fire Station in Spencer MA. The subject property is located within the heart of Spencer's downtown area where the parcels are smaller and there is a mixture of property usage. There are single family and multiple family residences as well as commercial and industrial properties in the area. The two-story, 4,100 square-foot, brick fire station building has three engine bays and a hose tower. The first floor was used primarily for garaging the fire engines and trucks. There is also an office and a bathroom on the first floor. The second floor has a kitchen, living room, and offices. The Town is putting out requests for proposals for the site with the hope for a mixed use. The Town believes that the best use of the property would be as artist space on the lower levels and affordable housing on the upper level. Recognized environmental conditions found at the site were lead paint, asbestos, and two 250 gallon above ground oil tanks. The assessment also included an approximate cost to remediate these conditions. This information will allow the Town to divest the property at a fair price knowing by knowing the environmental conditions.
