Additional Property Attributes

The subject property is 0.14 acres with an approximately 7,900 square foot rectangular-shaped, wood and brick building with slab-on-grade construction built in 1909. The first level of the building contains a salon in the west portion and vacant office space in the east portion. The second level of the building contains two apartments, one is occupied and the other is vacant. A printing company occupied the subject property for approximately 20 years. The potential exists for solvents and inks historically stored and utilized at the Site to have environmentally impacted the subject property. An adjoining property to the north across Olive Street has been occupied by automotive parking garages from approximately 1930 to 1967 with automotive repair and body work conducted in the 1950s. Based on their proximity to the Site and lack of documentation regarding their removal, the potential exists that these tanks have adversely environmentally impacted the subject property. The adjoining property to the west has been utilized as a parking lot since the early 1940s with a filling station also present in the central portion from approximately 1941 to the mid 1950s. Based on their proximity and lack of documentation regarding their removal, the potential exists for these tanks to have adversely environmentally impacted the subject property. Due to these findings, a Phase II has been recommended for the site. Suspect ACMs observed at the Site include plaster walls and textured ceilings. Sampling and analysis of those materials would be necessary in order to determine the asbestos content of these items, if any redevelopment or demolition is to occur. The property was purchased by Metropolis Holding Company, LLC following the Phase I assessment. The Phase II was completed August 19, 2010. The Phase II was to further evaluate environmental conditions in relation to historical land use and prospective area reuse/redevelopment due to RECs including former printing operations and petroleum storage tank use on adjoining property. Field screening and laboratory procedures did not identify petroleum, petroleum-related or other volatile organic compond impacts to soil. Soil samples indicated variable concentrations of heavy metals below risk-based cleanup thresholds, with the exception of arsenic, beryllium, and lead. Metals results were not indicative of an extensive point source release to soil. Concentrations above residential and non-residential standards were identified and suggest the need for specific soil management practices inthe event of future excavations, subsurface construction or other related activities on site. The report noted that planned field and laboratory procedures were limited due to various access restrictions and further sampling may be required to fully evaluate the nature and extent of metals in soil.

Former Use: The subject property has been commercially developed since the construction of the building in approximately 1909. Current occupants of the Site include a salon, vacant office space and two rental residences one is vacant. Previous uses of the Site include a printing and office supply company for approximately 20 years, warehouse space for department stores, a department store auto service department, an enclosed automotive parking garage and automotive dealerships. Prior to 1909, the subject property was utilized as a hardware warehouse, stable and livery.
