The majority of the contamination appears to be concentrated in the southern portion of the site, that was previously documented and achieved regulatory closure with the submittal of a Class B-1 RAO and supporting Method 3 Characterization to the DEP in January 2003. The detection of arsenic constituted a 120-day notification obligation to DEP, which had RTN 1-18133 assigned to the site. Former Use: The property includes a former paper mill, parking areas, and undeveloped lots. The site is located adjacent to the Millers River and down gradient from a landfill. The 211,000 sq. ft. paper mill complex been vacant since 2000. A Phase I and a Phase II Site Assessment & Class B-1 Response Action Outcome Statement were completed in 2010 and 2011, respectively. The Town acquired the site in 2014. A Hazardous Building Materials Assessment was completed in 2015 as was a town-funded feasibility and reuse study. In 2020, the Town completed a cleanup of asbestos containing materials in the mill complex and contamination caused by a transformer. In December 2021, the Town was awarded $600,000 for pre-development work and selective demolition. The Town issued a Request for Interest in fall 2021, which had two respondents interested redeveloping the site.
