A Phase II investigation report dated February 2011 titled "PHASE II ENVIRONMENTAL SITE ASSESSMENT REPORT FOR THE FORMER ST. PAUL ROD AND GUN CLUB SITE INVER GROVE HEIGHTS, DAKOTA COUNTY, MINNESOTA" was submitted to the following stakeholders: UNITED STATES ENVIRONMENTAL PROTECTION AGENCY Region V and City of Inver Grove Heights Director of Community Development 8150 Barbara Avenue Inver Grove Heights, MN 55077 a copy of the report was also provided to Minnesota Department of Transportation. A followup ABBREVIATED ENGINEERING EVALUATION/COST ANALYSIS was prepared and remains in Draft form as requested by the U.S. EPA and the Minnesota Department of Transportation.

Former Use: The Minnesota Department of Transportation MnDOT currently owns the Site, which they acquired from the St. Paul Rod and Gun Club as part of a highway construction project in 1985. The presence of real or perceived contamination at the Site has impeded the reuse of the property for beneficial uses and resulted in this property being identified by the City and U.S. EPA as a Brownfield site. The City of Inver Grove Heights is evaluating purchase and possible commercial redevelopment of the Site. The Site was developed prior to 1937 for agricultural and rural residential uses. Residential development increased in the vicinity of the Site in the late 1950s and with the exception of the shooting range on the Site, commercial development did not begin until the early 1990s. Highway 52 was constructed west of the Site between 1989 and 1991. A wetland, which overlapped the western portion of the Site, was apparently filled for the construction of the highway, and a pond was created on the Site.
