The Town acquired a down-gradient property at 861 Farmington Avenue that is impacted by groundwater from 889 Farmington Avenue and will place restrictions on its resale to reserve rights for future testing and remediation, if needed, and for the filing of an Environmental Land Use Restriction (ELUR).
The Town received approval for a State of Connecticut Brownfields grant to providing funding to assist in settling with the owners of 873 Farmington Avenue by paying for preparation and filing of an ELUR. Requested funding was not approved for securing rights to file the ELUR and for added testing and remediation, if needed, on this property.

Additional Property Attributes

The property is located near an Amtrak Station in a prominent location in the town's commercial core. It housed two buildings, one of 19,687 SF and the other of 7,936 SF, which dated back to the 1940's or earlier. The buildings were demolished circa 2015. The Town of Berlin received two Municipal Brownfield Grants of $382,500 each, a $406,057 DECD remediation grant, and a $500,000 Regional Brownfield and Economic Development Grant from the Connecticut Department of Economic and Community Development under the Brownfield Remediation and Revitalization Program. The grants funded hazardous material abatement in the existing building, demolition of the existing building, and hot spot remediation of subsurface soil for the former Pioneer Precision Products property located at 889 Farmington Avenue to prepare the site for redevelopment. The property is located in the middle of a planned Transit Oriented Development adjacent to the New Haven-Hartford-Springfield rail line commuter Train Station. An RFQ was issued in late 2015 for development on 1.2 acres of the site; the balance of the site will be used to construct a boulevard from Farmington Avenue to the train station. The Town also received a $500,000 State STEAP grant to fund work on the Boulevard. In December 2018, the Town was awarded a $325,000 grant for remediation of the CONRAIL spur and to address groundwater contamination on 873 Farmington from the site. Also in 2018, the Town was awarded a $200,000 subgrant and $100,000 loan from CRCOG's EPA funded RLF program to support cleanup on the site.

Former Use: Property was acquired by the Town of Berlin on 9/8/09 and was previously owned by Marion Rozycki. There were two single story structures on the site. One building, constructed around 1922 and located on the western and central areas of the site was approximately 19,686 SF and was divided into several sections consisting of a spray painting garage, precision metal screw and mill machine areas, furnace room, auto and lawn repair garages, degreasing areas, storage areas and office areas. The other building, located in the northeastern side of the site was approximately 7,936 SF and was divided into two main sections consisting of an area for machinery storage and an area containing milling machines with associated ovens. This building also included a small office area and was constructed between 1972 and 1977. The site was formerly occupied by plastic and metal manufacturing businesses over the past 30 years. Most recently it was occupied by Pioneer Precision Products, an automobile and aerospace precision metal parts manufacturer which moved out of the property in early 2010. The buildings were demolished in 2014 and 2015 leaving only concrete slab-on-grade foundations.
