Additional Property Attributes

The site is currently used by the Emerson Park Community Development Corporation, an East St. Louis not-for-profit, to house their administrative offices, as an educational space for their YouthBuild activities, and as a warehouse to store their YouthBuild construction materials. The building was formerly used as a vanilla factory. Emerson Park CDC requested an Asbestos/Lead-Based Paint survey and an Operations & Maintenance Plan for this site to protect the health & safety of the Emerson Park CDC/YouthBuild employees, participants, and visitors, and in order to responsibly manage this older property. Additionally, Emerson Park requested a Phase I ESA for this site. The Phase I noted the following REC for the site: During the subject site inspection, evidence of USTs two vent lines and two fill ports were noted on the northern side of the subject building. An inspection of the basement area near the location of the fill ports/vent lines did not reveal any evidence of current or previous fuel oil AST connections in the basement. Therefore, these fill ports and vent lines may indicate the presence of UST systems on the the subject site. No documentation regarding the removal of any USTs from the subject site was available for review. Based on the potential for USTs to be located on the subject site, this issue is considered a recognized environmental condition for the subject site. Additional investigation would be required to further evaluate this issue. As a result, Emerson Park has requested a Phase II Site Investigation. EOI has submitted the required site-specific HASP/SAP for this Phase II, which has been approved by the EPA. The Phase II SI work is currently under way.

Former Use: The subject site was formerly used by Allied Metro Exterminating, Beck Vanilla Products, and Stop Lite Motors Used Cars.
