Additional Property Attributes

The 0.23-acre subject property has been utilized as residential property since approximately 1888. The use of the subject property is unknown prior to this time. Suspect asbestos-containing materials ACMs observed at the Site include ceiling texture,wall texture and vinyl sheet flooring. Sampling and analysis of these materials would be necessary in order to determine their asbestos content, if any. The following recognized environmental condition REC was identified in connection with the subject property: The adjoining property to the northwest, across an unnamed alley, was utilized as a filling station from 1927 through the early 1950s. This facility does not appear in the Missouri Petroleum Storage Tank Insurance Fund MPSTIF or MDNR Tank Databases. No additional information could be identified regarding petroleum storage at this property. This adjoining land use represents a Phase I REC due to various unknowns regarding petroleum storage tank operations, tank removals/closure, and subsurface conditions subsequent to extended use as a filling station. Further, these operations occurred prior to most state and federal initiatives to regulate and monitor petroleum storage tank use.EWI recommends a Limited Phase II Subsurface Investigation of the Site if the Client requires more definitive information regarding subsurface conditions and potential contaminant sources off site. Phase II findings may help support subsequent land use determinations and expand environmental due diligence in response to the Phase I REC noted above. Plans are to redevelop the propety as affordable housing using the City's HOME program. Environmental Works Inc. conducted a Limited Subsurface InvestigationLSI as required by the client. The LSI was funded through HUD. EWI recommended no further investigation of the 1111 E. Locust site or adjoining property to the northwest i.e. 1620 N. Hampton Ave based on subsurgace investigation findings. Subsequent property transactions and related environmental due diligence may warrant a Phase I update to maintain federal/CERCLA liability protection if future property transactions or acquisitions occur following january 15, 2011. Minor updates to previous Phase I research would extend use of this document under specific CERCLA and EPA All Appropriate Inquiry provisions through June 15, 2011.

Former Use: The 0.23-acre subject property has been utilized as residential property since approximately 1888. The use of the subject property is unknown prior to this time. The subject property is 0.23-acre in area with an approximately 588 square foot ft2 woodd and sided residence with a crawl space, built in 1888. An approximately 128 ft2 open front porch is located on the east side of the residence and attaches to an approximately 420 ft2 wood-d and sided car port. Mr. Patrick Cunningham, former owner, used the residence as rental property. Empire Bank now owns the property.
