The full extent of environmental conditions are unknown and further data is needed before developing remediation and redevelopment plans.

Former Use: Site was initially developed in 1883, and has been commercial since 1883. Chase Candy started at site in 1949, other commercial interests and finally Mid City Properties in 2007.

The Missouri Department of Natural Resources conducted a Phase I of the property in 2014

In 1923 it was a candy factory and then after 1934 Farmers Cooperative Marketing and then Wholesale Drugs occupied the building. Site soil and groundwater samples were found to contain volatile organic compounds (VOCs) at levels exceeding risk based criteria.

The following significant findings were identified from the review of historic records, database review, site reconnaissance, or interviews:
Records review has indicated the most recent investigation, a 2011 Phase II ESA, determined that elevated concentrations of site-related VOCs are present below the basement's concrete slab floor. The elevated concentrations of VOCs in soil gas pose a REC to the site.
The 2010 Phase I and II ESA determined that ACM and LBP were present throughout the building. Abatement of the ACM in the boiler room was completed in February 2014. However, abatement of ACM outside of the boiler room has not been conducted and is not planned. Additionally, abatement of LBP identified at the site has not been conducted and is not planned. The presence of ACM and LBP is of environmental concern.

During site reconnaissance activities, six 55-gallon drums were identified in the boiler room that contained unknown solid materials. The drums were in poor condition. Based on their condition and unknown content, the drums pose a REC to the site.

The site entered Missouri's Voluntary Cleanup Program. Site investigations indicated the presence of volatile organic compounds (VOCs) below the building footprint. Contaminants of concern exceeding the Missouri Risk-Based Corrective Action (MRBCA, 2006) screening levels were located in areas associated with historical use of the building and loading docks. Sub-slab soil gas samples reported quarterly concentrations of VOCs below EPA residential target sub-slab regional screening levels (RSLs) and below MRBCA residential Tier 1 soil vapor Risk-Based Target Levels (RBTLs).
Prior to BVCP enrollment the hazardous materials identified in the basement and boiler room have been removed and disposed per local, state and federal regulations. Asbestos-Containing Material (ACM) was abated in the boiler room in 2013 and 2014. Following ACM abatement in 2014, the boiler room was sealed off with concrete block walls. ACM related activities outside of the boiler room have not been conducted and are not planned. Lead-Based Paint (LBP) activities were not part of the work plan and they were not performed with the BVCP.
