On October 17, 2011 Lancaster County elected officials, representatives of the County Housing and Redevelopment Authorities, and the Mayor of Ephrata Borough hosted a dedication to the new Cloister Heights apartment complex in Ephrata PA. The site is a former Brownfield property that once operated as a motel but was closed and lay vacant in recent years. Brownfield petroleum grant funds were used to explore Recognized Environmental Conditions associated with three underground storage tanks used for storage of heating oil for on-site consumption. The site was cleaned and redeveloped into 15 apartment units for homeless families and single occupants. Community Basics, Inc, the nonprofit company that bought, redeveloped, and will manage the property, worked with their contractors and architects to incorporate Green Building practices in the reconstruction including geothermal heating and cooling system, recycled carpet and wood. Caldwell Heckles Egan Construction representatives interviewed during the event stated that the energy efficiency of the units exceed Energy Star rating.
