Additional Property Attributes

The Property has a greater than 100 year history of use as a coke plant for iron and steel making industries. The Property included several blast furnaces with their associated support structures and facilities. The Property has been vacant since 1994, but some coke plant subsurface structures remain. This investigation was focused on one parcel, Parcel A2, totaling 20.77 acres Property. Potential Property impacts to adjacent parcels and the Black River were also assessed. Results of this Phase II PA indicate that COCs are present in soil at concentrations that exceed applicable Ohio VAP generic single chemical direct contact or Property-specific risk assessment standards including soil vapor. Based on the findings of Phase II PAs conducted on the Property, a Remedial Action Plan was prepared and will be implemented prior to redevelopment of the Property for a new WWTP, so that Ohio VAP requirements and applicable standards are met. Former Use: The subject Property has been part of a 1,400-acre integrated iron and steel making facility that was known as Lorain Works since the end of the 19th century. This large property was owned or operated by a company or corporation of United States Steel Corporation US Steel from at least 1901 through 1989. Kobe Steel Company bought into the Lorain Works property in 1989 with US Steel creating a new company, USS/KOBE Steel Company. RTI acquired a majority of the property in 1999 and operated the site until 2002. The property has been vacant since 2002. The City of Lorain acquired the Property on May 31, 2008.
