Additional Property Attributes

The Site is located at 1824 River Street, Jackson County, Michigan, within Blackman Charter Township. The Site consisted of four contiguous properties totaling 13.5 acres and owned by Zimmer Marble (ZM Properties, LLC), Consumers Energy, Norfolk Southern Railroad, and the Michigan Department of Transportation (MDOT). The portion Zimmer Marble (ZM) owned was previously owned and operated by Mechanical Products and was 5.5 acres, including the industrial building and an area just west. In total, ZM owns 10.2 acres of Industrial property and 1 acre of residentially zoned property to the north. An active Norfolk Southern Railroad line runs through the eastern portion of the identified contamination. An abandoned railroad bed runs through the western portion of the property and a depression is located between the abandoned and active tracks. The Grand River is located approximately 400 feet to the West, a downslope from the Site.

The contamination-primarily trichloroethylene (TCE), perchloroethylene (PCE), and their degradation products-is believed to be the result of historical discharges of industrial wastewater to two former septic tanks located in the vicinity of the southwest corner of the building. These septic tanks reportedly discharged through tiles to a depression located west of the facility between the abandoned railroad grade and the active railroad as described above. In 1973, the septic tanks were abandoned, and the industrial wastewater discharges were connected to the Blackman Township Publicly Owned Treatment Works (POTW). It is believed that the solvents identified as contaminants in the subsurface soils and groundwater were used exclusively in the Mechanical Products (MP) operations.

In 2001 the JCBRA was awarded a $1,000,000 Brownfield Cleanup Revolving Loan Fund (BCRLF) which was primarily utilized to remediate the site.
