City is awaiting additional grant funds to complete required cleanup activities in the State's voluntary cleanup program.

Former Use: The Sonic Restaurant Drive-In site is currently under construction and is planned to open in November 2010. If it wasn�t for the City�s Petroleum Assessment Grant Funds, the transaction would likely have not occurred. The property is located on a triangular-shaped area of land that is bounded on each side by the heavily traveled Alpine Road, Forest Hills Road, and Riverside Boulevard. The property had once contained a blighted trailer park along with a historical filling station and automotive repair facility that dated back to the 1950s. Due to the age of the station, no records pertaining to the status historical gasoline USTs were available. IEPA records indicated that a heating oil and leaking used oil tank were historically removed from the site and that closure was never brought to the reported leaking UST incident. These items were identified as part of a Phase I ESA completed on the property using the City�s Petroleum Assessment Grant Funds. As a follow-up, the funds were used to conduct a ground penetrating radar survey of the site to search for additional orphan USTs. A Phase II was also completed with the funds to determine if impacts to soil and groundwater still existed. The Phase II identified soil impacts as a result of the former used oil tank. The City has committed to work with Sonic to use existing Assessment Grant Funds to address the contaminants. The site is currently in the process of being enrolled in the IEPA�s Site Remediation Program to assess, clean-up, and obtain a No Further Remediation Letter. The identified impacts are at a depth that due not present an immediate impact to human health or limit the ongoing construction but will need to be addressed in order to protect the City�s valuable groundwater resources.
