Additional Property Attributes

The subject property was initially developed in 1838 as part of the Jackson State Prison, under the ownership of the State of Michigan Department of Corrections; this original property was approximately 15.4 acres of land in total. Industrial operations included wagon/carriage manufacturing; broom, shoe, and furniture production; coal-fired power generation; and many more businesses over the century of use. The subject property remained in operation as a prison until the 1930s, when the property was transferred to the Department of Military and Veterans Affairs for utilization as an armory. The subject property now is 13.77 acres in total and contains 4 parcels.

8-2492.0400: Property has been redeveloped as the Armory Arts Apartments, which maintains a vapor barrier beneath the Armory Arts Apartments to prevent vapor intrusion. Placement of clean fill material or impervious surface over areas of soil contamination.

8-2492.0600: Commerical vacant property owned by the County of Jackson.

8-2492.0700 and 8-2492.0800: Commerical vacant property owned by the County of Jackson. A 15,000-square-foot building that formerly operated as the commissary and a 7,000-square-foot building used as storage area/garage. A vapor intrusion mitigation system (VIMS) for the former commissary building. A VIMS is not recommended for the garage building, based on current site data.

Former Use: The property was developed as the State of Michigan's first prison (mid 1800's until 1930s). The property was subsequently used by the State of Michigan as an armory.

In order to evaluate the findings of the May 2019 site investigation, Fishbeck conducted further VI assessment activities at the two buildings on site in January, May, August, and November 2023. The results of the quarterly sampling events at the garage building demonstrate that the VI risk is not likely to exist at the garage building, and no further action is required regarding vapor intrusion at the garage building.

Based on the current condition of the commissary building and its roof collapse in August 2023, VIAP SLs are not applicable to the property, and no future development or construction of an enclosed structure is proposed at this time at the location of the commissary building. Therefore, no further assessments are proposed to be conducted at the property at this time, and design of the SSD system will be halted until further notice from the property owner. No further site assessment is proposed for the commissary building at this time, based on the condition of the property.
