the property is bare and vacant with residual contaminated soils to be removed. the initial cleanup was stalled due to lack of funds.The diversified development planned for the mitchell avenue property will provide much needed senior housing with access to public transportation, and provide an economic impetus, which will attract new businesses. the development plans include alternative alternative construction technologies usinglow impact development storm water startegies and 'Built Green' certification.

Former Use: The kitsap County Consolidated Housing Authority KCCHA purchased the property from the city of Port Orchard on June 26,2007. Prior uses and ownership include: 1970 County Road District No. 2 was listed at this address. In 1972 it was vacant 1974 glass recycling 1976 glass recycling 1979-1986 Port Orchard Water Department 1987 Port Orchard Fire Department: Used for storage of Port Orchard Police Department and Public Works Department Equipment, all non-hazardous and within the site building. The site had one existing building that is listed with the county assessor's office as having been built in 1984. This building is the only structure known to have been built on the property and is referred to as a garage in the Phase I ESA. The site had a recreational vehicle RV waste dump station that was built between 1985 and 1989. The site was undeveloped forest in 1956. KCRD personnel familiar with the site noted that tar and oil were stored and heated on site in the vicinity of the garage. It was also noted that street sweepers emptied their sweepings and were cleaned to the north of the site. The sweepings were excavated and placed in a dumpster three to four times a year. These sweepings may have been washed south onto the site by overland surface water flow.
