The location of this property is 55 Daisy Street (New Haven, CT). The owner of the property owes both the Town of Hamden and the City of New Haven back taxes. The property is on the border of the Town of Hamden 61 and the City of New Haven 39. The business that was formerly on the site was a metal finishing business that has been out of business for well over 10 years. Since this time, the building has been vacant. The community is concerned about the safety of children that play around the building and because some people without homes have been entering the property. The property is located right on the Farmington Canal Greenway, which is designed and scheduled to be built throughout 2007. It would be the last property one would see entering New Haven from Hamden. The property consists of .28 acres. The building size is 9,850 SF plus 9,850 for the slab. The building is in a B-2 zone adjacent to a residential neighborhood. It is located on the New Haven/Hamden City line. It is technically in both Towns, 61 of the building is in Hamden and 39 in New Haven. All utilities are directly available to the site. In 2007, the Town, through a grant from RGP, completed a Phase II and a large portion of Phase III assessment. State of Connecticut Department of Environmental Protection CTDEP files contained RCRA Hazardous Waste Inspection Reports dated November 16, 1990 and March 17, 1992 which indicated that a discharge of plating wastewater by Globe Metal Finishing, a metal plating facility operating at the Site, had occurred to the west of the Site building. Five, 5-gallon buckets of soil were reported to have been removed from the discharge area with soil samples tested for concentrations of cadmium and cyanide. According to the Inspection Reports no hard copy of soil testing results was made available to the CTDEP. Environmental database research also indicated that U.S. EPA Region I had completed a Removal Assessment dated February 4, 1997 to characterize large quantities of various hazardous wastes at the Site. Metropolitan Metal Finishing, a successor to Globe Metal Finishing, had d bankruptcy in 1996 and left various plating liquids, plating and chemical wastes and wastewaters within the Site building. According to a U.S. EPA Pollution Report dated September 25, 1997, EPA Region I concluded a removal action in July 1997 resulting in an expenditure of approximately 768,500 to characterize, pack and remove 169 drums and containers of hazardous wastes including 49 Haz-Pack cubic yard boxes. In addition approximately 5,000 gallons of contaminated standing water was removed from a flooded basement area containing wastewater treatment and plating process tanks.

AKA Metropolitan was operational from 1955 to approximately 1996. It was an electroplating shop that performed chromating, black oxide, copper flash cyanide-based plating, cyanide zinc plating, alkaline zinc plating, cyanide brass plating and nickel plating. Metropolitan is listed as a Small Quantity Generator of RCRA hazardous waste. The site also has numerous 258 spill violations that cover a large extent of time.
