Additional Property Attributes

The City of Grants Pass acquired the 250-acre former Sunnybrook Hop Yards in 2006. The property is located at 3676 Upper River Road near Grants Pass, Oregon. The site is located in Township 36 South, Range 6 West, Section 14 in Josephine County. Since its acquisition of the property, the City of Grants Pass has been proactive in investigating and addressing areas of concern on the property. The City intends to redevelop the entire former Sunnybrook Hop Farm approximately 250 acres for a multitude of uses including a public park, playfields, open space, and a community garden for food bank operations and food production for the Josephine County Food Bank. The property is zoned for agricultural production which accommodates the City�s intended reuse plans. Prior to acquisition of the property, the City contracted with Hart Crowser, an environmental consulting company, to complete a Phase One environmental site assessment ESA as part of its due diligence activities. The Phase One ESA was conducted in accordance to ASTM Practice E 1527-05 and the All Appropriate Inquiry regulation per 40 CRF 312. Historic wood treating operations i.e. hop trellises were identified as activities of concern. Hop plants require support to grow which necessitated 12-to 14-foot high wire trellis systems supported by wooden poles. Prior to construction of the hop trellises, poles were dipped into rectangular above ground storage tanks ASTs or dip tanks which contained a solution that included PCP. Reportedly the base of the carrier for the treatment solution was diesel fuel for treatment of poles conducted prior to 1980. The hop farm operated from approximately 1906 to 1989. A small pear orchard currently grows in the area. The treatment of wood poles for wood trellises occurred on the west portion of tax lot 600 north of Upper River Road and represents an impacted area of approximately 50-foot by 50-foot. Contaminants of concern include diesel and oil range petroleum hydrocarbons, PCP, polynuclear aromatic hydrocarbons PAHs, and dioxin and furan compounds in soil and groundwater in concentrations that exceed DEQ�s residential RBC for ingestion, dermal contract, and inhalation. Since acquiring the property, the City of Grants Pass has maintained a security fence to prevent access by the public to the property and has contributed to 1 the abandonment of an adjacent domestic drinking water well impacted by contaminants and 2 installation of a new well to a depth of 140 feet below ground surface bgs with casement to 80 feet bgs and a 40-foot surface seal. Initial sampling at the site was conducted by the DEQ in 1989/1990 and PCP was detected at concentrations between 152 and 26,000 milligrams per kilogram. In the mid 1990s, remediation in place using aeration and nutrient enrichment for biodegradation of contaminated soil was conducted by Sunnybrook Hop Yards SHY however confirmation soil samples were not collected. From DEQ files, it appears no work was performed after 1992. Per a 1990 sales agreement between SHY and Naumes, Inc., SHY indemnified Naumes, Inc. for the contamination however, SHY no longer exists. Between November 2006 and July 2007, SMR Resources LLC performed three site characterization events conducting activities such as test pits and soil borings, groundwater monitoring well installations, and collection of soil and groundwater samples for chemical analyses. Soil and groundwater sampling of the dip tank area confirmed an area of contamination of approximately 50-feet by 50-feet. The City entered into DEQ�s Voluntary Cleanup Program VCP by Letter Agreement in 2007 and, to the extent of the City�s legal authority, provides DEQ with site access. DEQ will continue to provide oversight of the remedial project and the expense for that oversight is included in the project budget.
