Additional Property Attributes

Background: The Subject Property consists of a 17-acre vacant property located at 1780 North Zaragoza Road, El Paso, Texas. Land uses in the vicinity are commercial and residential. The Subject Property is currently vacant, undeveloped land. There are no structures on the Subject Property. Dirt roads and trails are present leading from the adjacent roads around and into the interior portions of the site. A partially buried chain link fence is present in the interior portion of the property. The property is bordered to the north by a paved parking area located behind a shopping center. A paved access road for a sports park is located to the east of the Subject Property.

The Phase I ESA revealed one REC in connection with the Subject Property: A Phase I ESA is listed in 2004 associated with a Fiscal Year 1998 Brownfields Assessment Grant; however, the accomplishment is listed as not counted, indicating the assessment may not have been completed. The User provided site assessment reports that were submitted to the TCEQ that were not discovered by ERIS. Two APARs and a revised APAR were completed for the Subject Property, and the property is enrolled in the VCP. The Subject Property was historically used for quarrying and uncontrolled dumping. Two areas of concern were identified on the Subject Property: an area containing automobile shredder fluff, and an area containing construction/demolition debris. Sampling and analysis determined that lead and bis(2- exylhexyl) phthalate in soil exceeded commercial/industrial standards in one area. The revised APAR concluded that groundwater impacts are unlikely and recommended corrective actions to address the wastes and areas of concern. The presence of landfilled materials and elevated concentrations of contaminants in soil constitutes a REC.
