Additional Property Attributes

The site is relatively flat and it is currently a being used for a public park Doug York Park and the Indio Chamber of Commerce and Information Center. This Site was the the Potter Hotel from the mid 1920�s to the early 1990�s. The Redevelopment Agency of the City of Indio purchased the property after the hotel burned down and it was subsequently designed as a public park and named Doug York Park. The parcel located at 82-921 Indio Boulevard was the site of a franchise Mobil Gas Station that was foreclosed by Valley Bank. The Redevelopment Agency of the City of Indio purchased the property from the bank and changed its use to facilitate the Indio Chamber of Commerce and Information Center. Parcel 611-174-049 was acquired from a private party, on August 14, 2002, through a negotiated purchase. Phase 1 was done on September 16, 2004. Conclusion was that further site assessment should be completed. The current use of the above noted sites are Public Park and the City of Indio Chamber of Commerce. Both sites are within the City's Downtown Specific Plan boundary. Within the Specific Plan there is a vast emphasis on Open Space to bring vitality to the downtown shopping district and improve the Downtown's quality of life. A Supplemental Site Investigation was requested to explore soil, soil gas and groundwater contamination. Indio had no funds available at the time of the Targeted Site Investigation application. However, they will apply for United State Environmental Protection Agency�s Site Assessment Grant community wide in addition to the Targeted Site Investigation. Based on the results of the TSI investigation, it was noted that chemicals that could potentially be of a health concern were primarily detected at levels below thresholds of concern for risks to human health. The exception was the 1,2-dichloroethane 1,2-DCA detected in two groundwater monitoring wells at concentrations slightly above the Maximum Contaminant Limit MCL for drinking water. An MCL is the maximum allowable amount of a contaminant in drinking water which can be delivered to the consumer. In the case of Doug York Plaza, groundwater quality beneath the site is not suitable for drinking water and comparison to MCL may be overly conservative. No exposure pathway exists for current and future site users to contact and consume groundwater beneath the site. However, due to some historically elevated concentrations in groundwater, the Riverside County Local Oversight Program will require additional monitoring to evaluate groundwater quality until a clear stable or decreasing trend is demonstrated.

Former Use: Based on the TSI conducted at the site, no exposure pathway exists for current or future site users to contact or consume groundwater underlying the site.
