Additional Property Attributes

The subject sites are the focus of municipal redevelopment plans. Currently owned by the Village of East Alton, Madison County has agreed to fund the demolition of any existing structures and the construction of single-family homes with its Neighborhood Stabilization Program and/or HOME Investment Partnerships Program funds in the amount of approximately 386,750 for all Alton & East Alton sites. This work is done in conjunction with the local not-for-profit housing developer, the Affordable Housing Development Corporation of East Alton. As the redevelopment of these lots will be partially funded by the Illinois Housing Development Authority, a Noise Assessment was required due to the proximity of railroad tracks. SWIDA agreed to fund this 1,100 assessment. The report determined that no noise attenuation was necessary. A Phase II site investigation was conducted on the 331-335 Church Lane portion of the site, as a Sanborn Map had revealed the presence of a historical UST. A soil boring was advanced adjacent to the location of this historical tank. Analysis was done for BTEX, MTBE, and PAHs. Neither soil nor GW contamination was detected on the subject site. Additionally, a geotechnical study was conducted on this site in preparation for the construction of the housing.

Former Use: Based on available historical information, the subject site has been residentially and commercially developed since at least 1909. The subject site has been occupied by a Grocery and Meat Sales facility and residences. Historical Sanborn information identified a gasoline tank on the subject property. No additional information has been made available regarding the presence of UST systems on the subject property or potential subsurface soil or groundwater impact from this system. This evidence of a UST on the subject site represents a recognized environmental condition. Additional investigation would be required to further evaluate this issue.
