To isolate the subaqueous portions of the building structure from cyanide and VOC contaminated groundwater, an impermeable liner system is being installed. The liner consists of field welded HDPE construction wrapped from beneath the building foundation and up the exterior of the foundation and underground parking garage to above the historical high water table elevation. QA/QC construction and verification of weld testing procedures are being implemented by the developer. The liner will prevent exacerbation of site and surrounding area conditions and will protect public health and the environment.

Additional Property Attributes

Property is a former automotive repair shop, office building, and strip mall. Impacts from former heating oil USTs buried on property, waste oil dumping from previous tenant, and contamination migrating onto prorety from a former gas plant. Former Use: The subject property is located west of downtown Traverse City approximately one block from Grand Traverse Bay. The subject property is currently zoned Commercial (C-4), which encourages mixed retail, office and residential uses integrated with hotels, convention centers, and public parking facilities. By 1904, the subject property was improved with several residential dwellings. Commercial development of the subject property occurred between about 1940 and 1952. Historical information indicates the subject property has been used for a variety of commercial and retail uses, including automobile service, warehousing, restaurants and office space. The building at 263 Grandview Parkway most recently housed the Midas Muffler Shop; the building at 235 Grandview Parkway housed CTM Associates (engineering firm); and the building at 223 West Grandview Parkway housed At Rest MicroSpa. The subject property is currently owned by Grand Traverse Hotel Properties, LLC ("Developer"). Previously, these parcels were owned by Baywatch Properties LLC of Traverse City, Michigan, Gerald J. & Kathy N. Roster of Traverse City. Both soil and groundwater contain concentrations of contaminant constituents in excess of applicable and relevant Michigan Part 201 generic cleanup criteria. Groundwater contamination has been identified beneath the entire subject property. Shallow soil contamination is also broadly present across the entire subject property. A potential threat exists to public health or welfare or the environment during proposed construction and post development activities. Therefore, environmental cleanup and response activity was deemed necessary to abate, prevent, minimize, mitigate or eliminate such threat(s) during site development.
