Additional Property Attributes

A 1969 assessment record for the subject property lists a tank and pump. In 1969, Clima-Shield Corporation owned the property. Clima-Shield Corporation�s office was on S. Beaumont Road. The subject property was likely used for warehouse space. Property ownership was transferred to Ms. Sylva Day in 1977 as part of a corporate transfer. Ms. Day sold the property to WP&L in 1978. No petroleum storage tanks are registered to the property. No records pertaining to a tank installation or removal were found. WP&L personnel do not recall seeing a tank or pump on the property. In the 1970�s, petroleum storage tanks did not need to be registered, and soil assessments were not required for tank closures. The potential for a petroleum underground storage tank UST to be present on the property and the lack of information regarding the tank�s existence, size, contents, location, and status is identified as a REC for the subject property. The subject property is located near the intersection of two main highways in a part of Prairie du Chien that was developed by the early 1900�s. Numerous properties that are located along E. Blackhawk Avenue and S. Marquette Road have been used for gasoline stations and for automobile repair businesses. Two of the properties are located on the northeast corner of Block 83. Tank registration records show that petroleum storage tanks were closed/removed from some of the properties before soil assessments were required for closure. It is likely that some tanks were closed/removed before tank registration was required. It is possible that some tanks were not removed and may still be present. The property also abuts the Burlington Northern Santa Fe Railroad.

Former Use: Based on the site inspection and records review, the subject property was a vacant lot until the current metal building was constructed in the mid to late 1950�s. In 1948, the Lawrence DuCharme Estate owned the vacant subject property and the adjoining property to the north, which contained a residence. In 1969, Clima-Shield Corporation owned the subject property. In 1977, the property was transferred from Clima-Shield Corporation to Ms. Day. Assessment records show this as a corporate transfer. In 1978, the property was transferred from Ms. Day to WP&L. In 1979, WP&L obtained a building permit for alterations, water, and plumbing. In the early 1980�s, WP&L installed asphalt over the ground surface and installed the chain link fence. Railroad corridors are commonly contaminated with petroleum products and hazardous substances. The contamination is often caused by spills and releases, especially within old industrial areas. The historical records indicate that the portion of Block 83 that includes and adjoins the subject property has been primarily residential since the early 1900�s. Based on the lack of historic industrial use, the railroad corridor is not identified as a REC for the subject property.
