Additional Property Attributes

The Property was developed as the Pelzer Manufacturing Company in the 1890s. Prior to this development the Property was used for agriculture. Pelzer Manufacturing Company operated a cotton textile mill producing finished cloth from raw cotton. Structures included the textile mill (Mill #4), warehouses, a laundry, and various smaller support structures. Operations included carding, spinning, and weaving cotton into cloth. A laundry was located on the southeast portion of the Property. Coal was initially used to fire the boilers. At a later date heating oil in aboveground storage tanks was used to fire the boilers. The Property changed names and was sold several times but the facility was always a cotton mill. The mill operated until 2001. The Property was sold in 2003. Razing of the mill and all but one warehouse began between 2003 and 2005. No structures remain on the Property with the exception of one warehouse. The Pelzer Heritage Commission acquired the property in 2013 in an effort to get the property redeveloped and revitalize the Town of Pelzer.

Former Use: The subject property is the former location of the Pelzer Mill complex, which consisted of Mill Number 4 and various support buildings. Mill Number 4 was constructed by the Pelzer Manufacturing Company in 1895. The majority of the mill structures have been demolished however, a warehouse remains standing. The remainder of the subject property is vacant and overgrown. Several debris piles remain on site from the demolition of the mill structures. On-site observations also suggest that a coal storage area was once located on the eastern portion of the subject property near the former boiler house.Pelzer Manufacturing utilized the mill facilities to produce cloth from raw cotton. Operations conducted at the mill included picking, carding, spinning, and weaving the cotton into cloth. Dyeing and finishing operations are not believed to have taken place at the Upper Pelzer Mill complex. Pelzer Manufacturing Company was sold to Lockwood-Greene in 1923, then to the Kendall Company in 1936. Subsequently, the mill was sold to the Gerber Company Gerber in 1986. Gerber ceased operation in the late 1990s. In 2003, the shuttered mill was sold to Greenlight Enterprises, LLC. Greenlight demolished the majority of the former Mill structures in order to remove the salvageable materials. Subsequently, the Pelzer Heritage Commission acquired the property in 2013 and has worked and continues to work to get the property cleaned up and redeveloped. This project was extremely challenging to all involved. The grant application was prepared in association with a developer who had a tenant and was willing to make the 20% match. The tenant backed out, and the developer became ill and died. Thus, the first year and quarter (until January of 2020) were lost without any activity. The COVID pandemic struck the United States in early 2020. All activity slowed. In the meantime, PHC was searching for another developer. Cadence Development signed a contract with PHC to acquire a 5 acres portion of the Pelzer Upper Mill Site on August 25, 2020, to redevelopment the site into affordable senior housing, but that contract was contingent on receiving HUD grant funding and State of South Carolina Housing Authority Tax Credits. Work began on those applications.

PHC signed a contract with an environmental consultant in mid 2021. Cleanup planning began, and a large community meeting was held.

On January 26, 2022, all project work ceased because the State Housing Tax Credit Program ended abruptly. The project remained on hold for the better part of three quarters. Then the developer decided to apply for HUD 202 funding, but its current non-profit partner did not have any experience with HUD 202 funding, and withdrew from the project.
