Additional Property Attributes

The subject site is the subject of municipal redevelopment plans. Currently owned by private owner, the City of Collinsville has targeted this site as a parcel requiring environmental assessment within a redevelopment corridor. The redevelopments will include street and curb improvements, new streetscapes, promotion of retail and service businesses, and establishment of a Business District. Sanborn Fire Insurance Maps, dated 1926, 1945 and 1960, indicate the presence of a filling station, with two USTs, on the subject site. According to regulatory information, three 1,000-gallon gasoline USTs were removed from the site in 1992. During the removal, evidence was noted of a significant release of gasoline associated with one of the USTs. No further information is available regarding any sampling conducted to determine the potential impact on subsurface soil or groundwater systems. Based on the evidence noted of a significant release and the absence of evidence of a clean closure, these USTs represent a significant environmental liability to the subject site. Subject site observations and interviews conducted during this investigation revealed the former presence of a hydraulic lift on the subject site. This lift was likely installed in the 1930s and the associated oils potentially contained PCBs. During the inspection, a solid, oily substance and a slight petroleum odor were noted in the former location of this lift. No information is available regarding the potential impact to subsurface soil or groundwater. Therefore, this former hydraulic lift represents a recognized environmental condition to the subject site. Additional investigation would be required to further evaluate these issues.

Former Use: The site is currently occupied by the former Tire Doctor building. Based on available historical information, the subject site has been commercially developed since at least 1926. The subject site has been occupied by Smiley Transport Trucking, Frank's Automotive, Fix-O-Flatt III, and Porter Auto Sales.
