4/11/2022 Ohio EPA: Former Use: iron works, parking lot. Phase I found 8 IAs from industrial activities with VOCs, SVOCs, PAHs, TPH, Metals as analytes. Phase II found soil exceedances for Pb and TPH.TCE above ALs in GW. Ground penetrating radar survey found no UST signatures.

4/24/2025 Ohio EPA: Findings from the Phase I investigations revealed that both the northern and southern parcels were historically utilized for machining and foundry operations from the late 1800s until the 1960s and 1970s. Generally, the machining and foundry activities undertaken on each parcel included, but were not limited to, the storage of oil and paint, blacksmithing rooms, transformer areas, tank usage areas, and machine shops. By the mid to late 1960s and into the 1970s, the buildings associated with manufacturing operations on both parcels were demolished, and the parcels were converted into city parking lots. Currently, the property continues to serve as parking. Analytical results from the environmental samples collected during the Phase II assessment indicate that soil contains concentrations of total petroleum hydrocarbons (TPH) and lead that exceed applicable District of Columbia Soil Standards (DCSS). Additionally, groundwater samples showed concentrations of perchloroethylene (PCE), dissolved arsenic, and cobalt that are above the relevant Underground Protection Water Standards (UPUS). To ensure that vapor intrusion risk goals are consistently met for future commercial land use, further confirmatory and temporal sampling of soil vapor will be necessary. Proposed remedial actions for the property to achieve compliance with applicable standards include implementing an environmental covenant (land use restrictions), actively remediating contaminated soil and groundwater, and addressing the vapor intrusion pathway, if needed, following confirmatory and temporal sampling results. Plans are also underway for a hotel and restaurant development on the parcels located at 425 Butler and 400 High Street. The Property does not currently meet applicable residential, recreational, or commercial/industrial VAP standards. Under these conditions, the Property will need to undergo remedial action to meet the requirements for No Further Action under the VAP.
