The purpose of the TSI was to evaluate whether a release or threatened release of hazardous substances or wastes to media not yet investigated exists at the Site, which poses a threat to human health or the environment, and to evaluate that potential risk and/or extent of contamination. Based on the results of the TSI conducted for the Site, the current site conditions do appear to pose a health threat under commercial/industrial land use redevelopment. The Site can be left as unoccupied vacant land, however, a more detailed fate and transport modeling in the context of the California Regional Water Quality Control Board, Central Valley Region Designated Level Methodology guidance is recommended to evaluate if concentrations of lead detected in soil at the Site pose a threat to the underlying groundwater if soils are to be left in place. If the land is to be occupied for any reason further site characterization would be needed to adequately delineate the affected soil on the Site. Once affected soil has been adequately delineated, a remedial action should be considered.

Former Use: The City of Sacramento submitted a TSI Grant application for the Site, which is being considered for potential future public use. The TSI Grant was requested to assist the City of Sacramento with assessment of soil contamination at the Site. At this time, future plans for the Site include expansion of the Salvation Army Transitional Housing Program. This TSI provides soil characterization data to determine remediation options and costs for remediation.
