A Vision for Jordan Valley, an amendment to the Springfield Jordan Valley Comprehensive Plan was approved in April of 2006. The plan recommends this property be reused as community open space, with a greenway trail, vegetated with native plants and trees, and serve as a stormwater management system along the creek where applicable. The site is strategically located as the future entrance into the West Meadows. West Meadows is planned as a natural retreat within Center City to also function as stormwater management, with wetlands and habitat restoration and a greenways trail. Unexpected petroleum was found during hazardous substance cleanup excavation on 10-3-2012, when a spring was uncovered and released product downhill toward the Jordan Creek. Emergency measures were taken to prevent contamination to the creek. The hazardous contamination cleanup conducted under the original Remedial Action Plan (RAP) approved by MDNR on 6-26-2012, started 7-10-2012 and was completed by 12-5-2012 using 200,000 ARRA RLF subgrant, 90,000 regular RLF subgrant, and 50,000 City's Stormwater Level Property Tax. The MDNR approved RAP Addendum #1 on 2-1-2013 for petroleum contamination cleanup at the site following the emergency measures taken after the sudden release. Petroleum cleanup is being funded by 150,000 ARRA RLF subgrant and undetermined overage by City's Stormwater Level Property Tax.

Former Use: City of Springfield acquired property through a donation by Burlington Northern Railroad Holdings, Inc. on 11-14-2008. 0n 1-11-2011 the City Council approved the property transfer from City of Springfield to Ozark Greenways Inc. After a Phase I assessment conducted 1-26-2011, Ozark Greenways Inc acquired the property. On 8-10-2011, Ozark Greenways Inc signed an RLF subgrant agreement to cleanup the site. Historical Information:Based on review of the historical information, a railroad yard was present to the north and east from at least 1896 and the site had been developed by at least 1933 with a couple of railroad spurs on the north property boundary and a small pump house on the southeast portion of the site. It appears that by at least 1975 excess concrete was dumped on the site from the east-adjoining concrete plant. Multiple past investigations have been conducted on the site and on the east-adjoining property. The former railroad yard and industrial use of the site and adjoining properties along with documented on-site metals primarily lead and arsenic and/or polynuclear aromatic hydrocarbon PAH levels in soil above applicable MDNR cleanup standards represent a REC to the site. Assessment Findings: Contamination is primarily hazardous substances and some petroleum. The property was historically used as a rail yard since the turn of the century and has remained vacant for many years. The June 2008 a Phase I Update was performed to meet environmental due diligence requirements related to the prospective donation of the property from the BNSF Railway Company to The City. The Supplemental Investigation in August 2009 identified a number of contaminants above MDNR standards. Contamination with PAH's, lead, metals, arsenic, and VOC's are consistent with historical uses of the property and contamination is present in soils throughout the site, and detected in shallow groundwater samples.
