Additional Property Attributes

The site is located at 114 S. Galveston Street in Cherryvale, Montgomery County, Kansas and consists of a mostly grass covered lot. A large concrete slab was observed in the middle of the site with a small 20 foot by 30 foot storage facility located along the west property boundary. The storage facility is owned and occupied by the City of Cherryvale. During the site reconnaissance, Terracon observed the site to be a vacant lot utilized for vehicle storage. Terracon noticed a utility pole containing three pole mounted transformers. Minor amounts of brick and wire were noted near the base of the transformer poles. Also during the site reconnaissance a large concrete pad was observed as well as an apparent brick foundation or flooring/walkway. A large truck and an industrial machine were being stored on the large concrete pad. An approximate 20 foot by 30 foot storage facility was located on the west site boundary facing the west alley. The remaining portion of the lot was grassed covered and appeared to be vacant. Based on observations during the site visit, these items were not considered to be RECs. Based on review of the historical information, the site was originally developed with a warehouse building in 1890. Historic fire insurance maps indicate the site has been utilized as a fruit shop, a grain and mill facility, an automobile repair shop with one underground storage tank, a machine shop, and a meat storage facility with a scale. City directories identified the site as both a fruit company and tractor supply store. These historical uses of the property are considered to be a REC. Various retail activities were identified immediately to the north of the site including a print shop, a meat storage facility, a millinery, and a gas company facility. Based on proximity to the site, these facilities are considered to be RECs. An ESA and subsequent Phase II assessment of the 101/103 E. Main property located north of the west portion of the site indicated the meat storage facility and former gas company buildings at that property were a REC. However, environmental contaminants were not found at concentrations that exceeded non-residential use standards. Three storage tanks were identified south of the site. Information obtained during the regulatory review Section 4.1 indicates the facility associated with the three storage tanks has a �closed� status and is therefore not considered to be a REC to the site. A garage was identified immediately to the north in the 1921 city directory. A filling station was identified east up-gradient of the site in the 1941 city directory. A junk yard and service station were identified immediately south of the site in the 1921/1941 city directories. These facilities are considered to be RECs based on proximity and/or apparent topographic gradient. South Galveston Street is immediately east of the site followed by vacant lots and the Cherryvale Health Clinic. The Penny Plunkett Building was located directly south of the site followed by E. 4th Street then a residential area. The Penny Plunkett Building a vacant structure is further discussed in Section 4.1. The railroad adjoins the site to the west. A vacant building followed by Vision Woodworks is located north of the site. The Cherryvale Pharmacy also lies northwest of the site. East Main Street lies north of these buildings. No RECs were identified in association with adjacent properties. During the regulatory review, multiple EPA and KDHE listings were identified within the specified search radii of the site. Vision Woodworks is adjacent to the site to the north and was listed as a RCRA-SQG. This facility is not considered to be a REC based on regulatory status. Based on regulatory status, distance from the site, and/or apparent topographic position relative to the site, the remaining listed facilities do not represent a REC to the site.
