Additional Property Attributes

The former Charles Tire site is located in the city limits of East St. Louis in St. Clair County at the southeast corner of the intersection of North 15th Street and Bowman Avenue. The site is surrounded by Metrolink railroad tracks and parking lot to the west, and residential or vacant properties to the north, east and south. A single-story building remains at the site, and an open shed and several trailers have been used for storage at the site. Trees and vegetation have grown up along the site perimeters and also in a central island. The site surface is asphalt in the north along 15th Street, and the remainder appears to be gravel and/or soil. The site is currently owned by an entity of the East St. Louis Housing Authority. The site is located across the street from a HUD-funded senior development. In order to receive funding for this development, HUD requires the subject site to be entered into the state Site Remediation Program SRP. SWIDA is assisting the HA with this effort, funding document review, entry of the site into the SRP, and the development of a Work Plan for further site investigation.

Former Use: The site was used as a fueling station from approximately 1950 to 1969. Historical Sanborn maps show a filling station in the northern lot, two above-ground storage tanks ASTs for oil in the next lot along the western boundary, and a coal yard in the southern 2 lots, also along the western boundary. The most recent site use was as a tire recycling and salvage yard, owned by Charles Tire.
