Additional Property Attributes

The Site is an approximately 0.35-acre property located within the community of Larsen Bay on Kodiak Island. The Site was formerly used as a Bureau of Indian Affairs (BIA) school and currently hosts an abandoned school building (the Old School building) and the footprint of the former generator building. A single underground storage tank (UST) in the southwestern portion of the Site with an unknown installation date was used to provide heating to the school. Historic aerial photographs indicate that the Old School building was built between 1951 and 1960 and the former generator building was built between 1960 and 1984.

The Site was abandoned around 1980, when a new school was built on the adjacent property. The Site was owned by the BIA until the late 1980s, when it was given to the City of Larsen Bay. The City of Larsen Bay transferred ownership of the Site to the Native Village of Larsen Bay in 2007.
Hazardous Building Materials Surveys conducted in 2010 and 2022 identified non-friable asbestos-containing building materials (ACBM), lead-based paint (LBP) and fluorescent light fixtures suspected to have polychlorinated biphenyl (PCB)-containing ballasts in the Old School building.

A 2011 Property Assessment and Cleanup Plan (PACP) was conducted at the site, which identified the following recognized environmental conditions: the presence ACBMs, LBP, and PCB-containing light fixture ballasts in the Site building; diesel-impacted soil, unidentified 55-gallon drums, an onsite UST, and a septic system in the western portion of the property. Soil sampling at the time of the 2011 PACP identified concentrations up to 73,000 parts per million (ppm) of diesel range organics (TPH-DRO) at a depth of up to 0.7 feet below ground surface (bgs), which exceeded ADEC Method 2 Cleanup Criteria.

A Targeted Brownfields Assessment (TBA) of the Site was approved in September 2022. A combined Phase I and Phase II report was finalized in September 2024. Soil testing revealed the presence of petroleum contamination near the former generator building and drum storage area in exceedance of ADEC Method 2 Cleanup Criteria for migration to groundwater. However, based on the presumed depth to groundwater and underlying soils and bedrock, migration of petroleum constituents to groundwater is not anticipated. Arsenic was detected in soil at concentrations above ADEC cleanup levels but are believed to be naturally occurring. Lead was detected in surface soil driplines below state cleanup criteria and federal screening levels. Indoor air testing at the Old School building exceeded the EPA Regional Screening Level for residential uses for naphthalene.

An Analysis of Brownfields Cleanup Alternatives (ABCA) was finalized in January 2025. To address petroleum contamination in soils, no immediate action is necessary, but development of a contaminated soil management and exposure plan was recommended if future soil disturbing activities are planned. If future residential uses are planned, the installation of a vapor barrier and vapor extraction system at the Old School building or for future structures was recommended to address indoor air concerns. To address asbestos and hazardous building materials, cleanup alternatives to demolish or renovate the Old School building were both provided.
