In 2009, Environmental Works, Inc. EWI performed a Phase I and II. In the July 2009, Phase I, numerous containers including three 55-gallon drums of engine oil and other lubricant containers, metal debris, and cans, 1-gallon paint cans, and lawn equipment such as mowers, weed eaters, and chain saws were observed throughout the north portion of the Site. These items were stored in piles, were unsecured and exposed to the elements. A Phase II was recommended based on these findings. In October 2009, the Phase II was done and recommended two strategies in managing the impacted soil. The soil could be managed on site by �capping� the area with soil, gravel, asphalt, or concrete. The second option would be to remove approximately 30 tons of surface soil. In 2010, Leigh Environmental, LLC, excavated 20.87 tons of soil, disposing it at the City of Springfield landfill. The Brownfields Program stated it was their opinion that the property had been remediated. The future plans for the Site include the development of the Burrell Senior Connections Housing Project. The property has been zoned for 82-units. Plans include a green-space in the northern portion of the site, using existing large trees. The structures will be located in the central and southern portions of the site.

Former Use: The subject property is currently vacant. A chain-link fence extends along the northern portion of the Site. Wooden privacy fences enclose the east, west and south property boundaries. A concrete slab/driveway extends onto the property from Grand Street in the northeastern portion. The subject property was utilized as a residence since 1963. Bill�s Sales and Service, a small engine repair shop, also occupied the Site since approximately 1987 and a TV sales and service business utilized the Site during the mid-1980s. Prior to the addition of the residence, the Site was historically utilized as agricultural property.
