Established in 1973, the Detroit Shoreway Community Development Organization DSCDO has an extensive and successful neighborhood development track record. DSCDO provides many services to neighborhood residents including home weatherization for low income families home repair loans and technical assistance funds for graffiti removal, exterior painting, and vacant lot beautification coordination of block clubs around issues of housing code enforcement and safety coordination of education and cultural diversity programs and economic development programs aimed at revitalizing the neighborhood�s commercial districts. This neighborhood is located in Cuyahoga County Council District 3, and City of Cleveland Council Ward 15. The continued development of the Gordon Square Arts District is planned as a catalyst for the revitalization of the neighborhood�s commercial district. To that end, the lower level of the Gordon Square Arcade is currently an underutilized commercial space that is laden with asbestos-containing materials. If this impediment to renovation is removed, DSCDO can offer this nearly 8,000 sf space at attractive lease rates to non-profits and arts organizations. DSCDO has requested funding through the County�s USEPA ARRA BRLF grant to conduct the asbestos abatement. The County would subgrant the funds, in an amount not-to-exceed 200,000, to DSCDO for the asbestos cleanup. The total project cost is 200,000. The use of federal funds to remove the asbestos would allow DSCDO to create leasable space that would generate funds that can support the services they currently provide to residents, and create up to 20 jobs. In addition, DSCDO has an experienced and dedicated staff of twenty eight full-time and two part-time employees that would be retained.
