The Phase II report states: "In summary, the site is impacted by low to moderate concentrations of petroleum-related contaminants. The specific source of the contaminants is unknown however, the contaminants are consistent with chemicals commonly used and released at automobile scrap facilities a former use of the site. The contaminants detected in soil and groundwater at the site are unlikely to pose a significant risk to human health under current conditions because the concentrations are less than applicable screening criteria and/or the contaminants are covered with an asphalt-concrete cap, preventing human exposure. If the site is maintained in its current condition and continues to be used for commercial-industrial purposes, the chemicals in soil and groundwater are unlikely to pose a significant risk to human health in the future."

Additional Property Attributes

This SE Flavel site contains a vacant warehouse and parking lot which is currently the property of the Estate of Harry G. Thompson. Mr. Thompson owned the site until his death earlier this year. The property is located on a commercial corridor undergoing substantial revitalization. Portland Parks and Recreation is interested in acquiring the property to redevelop as a maintenance facility for the adjacent Springwater Corridor bike trail. The Portland Brownfield Program provided both Phase I and Phase II ESAs at no expense to the owner.

Former Use: The site consists of 5 City of Portland parcels that form a triangle shaped property that is bounded by the Springwater Corridor, a bike and pedestrian path, and SE Flavel Street, a commercial corridor. The site is predominately covered with asphalt, concrete and buildings. Development on this site began in 1950 and has the history of being an oil furnace manufacturer/installer, a construction office, a car dealership, an automobile salvage yard, a restaurant, and apartments. At the time of the ESAs, the site was fenced and unused with a vacant warehouse and owned by the Estate of Harry G. Thompson.
