Additional Property Attributes

The 1421 N. Johnston Avenue site was an unoccupied single-family residence that is located on a 0.17-acre property in a primarily residential area of Springfield. The subject property was and is currently owned by Mr. Robert Obrecht. The residence at the time of assessment was in poor condition and had not been occupied for over 1 year. Mr. Obrecht was approved for a HUD Funded HOME Loan for $87,8000, through City of Springfield Planning, to demolish existing structure and construct new affordable single family rental housing. No RECs were identified from review of historic records, review of environmental databases, site reconnaissance, or interviews. However, it should be noted that suspected asbestos-containing materials ACM associated with building materials were identified inside/outside of the residence. The presence of ACM is of environmental concern. To meet local, state and federal requirements, City of Springfield required demolition permit prior to razing and asbestos survey for commercial properties, which include rental housing. The construction was complete and inspections verified no lead paint or asbestos remain. The HUD requirement for rental housing is to remain affordable for a minimum 20 years. This home will remain rent controlled for tenants who meet low income eligibility until the year 2033 at minimum.
