Additional Property Attributes

Former Use: Initially a swamp that was developed into residential property in 1966, it was demolished in 2003 and the remains of the housing development was spread throughout the 14 acre site as fill material.

Site remediation and reuse: Early in 2012, the site was proposed for redevelopment as part of the new City of New Orleans Juvenile Justice Center and Youth Study Center (JJC/YSC). Prior to the start of clearing, capping, and construction activities, the site underwent several environmental investigations, which identified soil contamination from PAHs and metals. The site was entered into LDEQ's VRP to facilitate the site's remediation and closure, and engineering and institutional controls were put in place in conjunction with redevelopment activities. Site capping and construction activities began in December 2012 and continued until July 2015 and included demolition and site clearance operations, soil excavation (for grading purposes), site capping, and clean soil distribution. Additionally, new offices, juvenile housing facilities, parking lots, and green spaces were developed. The new facility opened in May 2016.
