Additional Property Attributes

This 3.26-acre site is part of an 11.5-acre redevelopment project. Phase I assessment funding for this 3.26-acre parcel was provided by a USEPA assessment grant. Plase I assessment funding for another part of the 11.5-acre project was provided by an earlier USEPA assessment grant, and is shown here as leveraged funding. This site is included within a Clean Ohio Assistance Fund COAF grant application that is pending at the time of this writing.

Former Use: Historical records indicate that the Property was initially developed as part of a larger fertilizer manufacturing facility in 1921. The main Fertilizer Factory was located on the east adjoining site. Fertilizer manufacturing operations on the Property consisted of a Sulfuric Acid Plant and associated Sulfur Bin and water cooling tower, a series of sulfuric acid, fertilizer, and ammonia ASTs, a maintenance shop, a waste pond, a truck garage constructed in 1955 Warehouse A and a Laboratory. The Diamond Fertilizer Co. occupied the Property from 1921 until 1969 and Plant Life Service Inc. from 1971 to 1974. In addition, Consolidated Industrial & Agricultural Chemical and Lifetime Components Inc. occupied the Property in the 1960s. Cil Chemical Inc. occupied the Property from 1975 to 1976, at which point DC Filter & Chemical Inc. began operation at the Property. DC Filter operates a dry cleaning filter manufacturing facility on the Property, although current operations are limited to repackaging small amounts of chemicals, including carbon/clay mixtures and chemical compounds. In the 2000s, the Property was also occupied by JDL Supply Inc. cleaning compounds/laundry supply and Eaton Laboratories Div soaps & detergents. In the 1980s, DC Filter purchased a company known as Raytex that operated in Pennsylvania and manufactured cleaning compounds, detergents, and other chemicals for the dry cleaning and laundry industry. All of the excess chemicals and detergents from this facility were shipped to the Property and stored in the Warehouse currently occupying the Property, presumably for resale and use. However, they remain to this date 30-Sep-11 and there are approximately 800 to 1,000 55-gallon drums and in excess of several hundred other containers ranging in size from 15-gallons to 250-gallon plastic totes stored throughout the Warehouse on the Property that will be removed.
