The cleanup is of the metals in soil. The VOC contamination in groundwater has not been addressed under this action.

Former Use: Historic Site uses include: Muncie Paper & Pulp and Dauch Paper Company from 1892 to the 1940s Goodyear Tire and Rubber Metal Parts facility in 1950s through 1960s Jordan Paper Products in 1987 and Muncie Paper Processing in 1992. The Site was most recently used as a paper recycling center. Operations ceased in 1999. The 13.22 acre Site is located on the south side of Muncie at the corner of 23rd Street and Garkhey Street. Remaining on Site are the concrete foundations that supported the former on-Site structures. The Site is currently vacant and heavily vegetated. Several vaults and a possible underground storage tank UST are present on Site, along with areas where shredded paper has been dumped. Environmental assessment activities to date have identified hazardous substances in soil and groundwater at the Site.The known contaminants of concern on-Site which include chlorinated volatiles, semi-volatiles, and metals, in soil and groundwater, are consistent with the historical paper and pulp processing and rubber tire production conducted at the Site.
