Additional Property Attributes

An either above ground or underground gasoline storage tank was documented in historical records in the western area of Tract 3 Figure 3, it was never determined whether the tank was removed. Above ground storage tanks ASTs and sewage treatment lagoon were documented in historical records on the east side of Tract 2 Figure 3 of the property. This was located near the eastern portion of the property. A solid waste transfer station with an incinerator operated on the western half of the Tract 2 Figure 3. During the interviews conducted for the Phase I, it was noted that ash is still believed to be buried on Site in the area of the current mounds. The representative for the current owner of the property City of McAllen was unaware of any remediation previously performed. The Site manager for the City of McAllen was able to provide documentation that approximately 17,000 cubic yards of soil and ash were removed from the Site in 1999 to 2001 during the construction of Uvalde Road. Analytical data used to profile the excavated soil and ash for disposal was part of the documentation provided. The analytical results for the ash and soil showed elevated lead, barium and mercury concentrations as compared to Texas-Specific Soil Background Concentrations. Ash and soil analytical results for the excavated soils also showed elevated TPH concentrations. More recently, property operations included a recycling facility and transfer station.

Former Use: The Site is 15.17 acres in size. It was owned by the City of McAllen and is currently three vacant tracts of land that were historically used as a municipal solid waste facility, transfer station, sewage treatment plant, and recycling center. The
