Additional Property Attributes

CapMetro, the transit authority in Austin, TX is approved for 5.4M from the Federal Transit Authority to design and construct double railroad tracks from Plaza Saltillo light rail commuter station to I-35. Approval to draw down 5.4M was recently given to CapMetro by FTA in October 2012. Jobs created will be added during the design and construction phases of this project.

Former Use: The Plaza Saltillo Railyard Property Site is made up of approximately 12 acres of land located in the area of 4th and 5th Streets, east of Interstate 35, in Austin, TX. The site is primarily vacant land with unpaved parking areas and five leased portions comprised of a scrap metal yard staging area, a market/art gallery, a construction staging area, a scrap yard parking/staging area, and a commercially leased property that appears to be utilized as a residence. On the northern portion of the Site, an active railroad line operated by Capital Metro. The Site is bordered on the north by 5th Street, on the west by IH-35, on the east by Onion Street and on the south by 4th Street. The Phase I Environmental Site Assessment ESA identified many potential RECs at the site based on historical and present day uses. RECs include oil storage/transfer, coal storage, railroad roundhouse, transloading activities typically associated with rail yards and light industrial activities, and scrap metal processing. Also, issues identified in previously completed environmental reports indicate the site may have elevated concentrations of chemicals of concern, primarily lead and mercury in the on-Site soil, documentation of improper waste disposal activities, and a diesel spill reported at 1000 East 4th Street. Several underground storage tanks USTs were reportedly located on or immediately adjacent to the Site and their status and/or presence has not been verified. Without further investigation, these USTs constitute a REC. The VCP/LPST property historic coal gasification facility, currently Austin Metal & Iron Co. located adjacent and to the south, is a potential off-Site REC.
