Additional Property Attributes

These two homes have been vacant for several years; one was formerly used as a retail store. They were transferred to the current owners through probate in 1983. The owners were interested in selling the site, as they were not able to manage the property. The nearby National College of Natural Medicine (NCNM) has been consolidating its campus in this neighborhood over the past few years. NCNM had the property under contract for inclusion in their master planning process. However, in April 2011, petroleum contamination was found on site from leaking underground heating oil tanks. These tanks, likely installed in the 1930s-50s, predate current ownership. NCNM was willing to re-enter into a contract to purchase the site if the actual cost of cleanup could be determined. Due to the halted sale of the property, the owners contacted The Brownfield Program about funding for a Phase II Environmental Site Assessment. The Phase II ESA revealed small amounts of petroleum contamination that was fully removed in the course of assessment. NCNM has since purchased the property and the now clean property may be the future site of student housing, lecture halls or research facilities.

Former Use: This site consists of two residential homes on 0.14 acres. These homes were put up for sale when the elderly children of the original owner (now deceased) were not able to take care of the property. One of the homes which in the past had served as a retail establishment is now in disrepair with boarded windows and graffiti. A heating oil tank investigation revealed petroleum contaminated soil and the Oregon Department of Environmental Quality (DEQ) has this site listed under their HOT program for leaking underground heating oil tanks.
