The City of Little Rock and Reed Realty Advisors, a California based real estate development firm, approached the Pulaski County Brownfields in 2010 to partner in the redevelopment of the Gus Blass Wholesale Company Building. The Pulaski County Brownfields, a partnership between Pulaski County and the cities of Little Rock and North Little Rock, recognized the potential in the project and the importance of saving the building. Due to the age and condition of the building, asbestos, lead paint and biological waste were discovered in significant quantities. These environmental threats made the site eligible for the funds through EPA�s Revolving Loan Fund Grant. A revolving loan in the amount of 275,000 for remediation of the historic structure was awarded in 2011. K Lofts, the new name for the old Blass Building, was to designed to be a catalyst for Main Street revitalization with the triple bottom line in mind. The project is designed to promote residential participation and wellness by providing affordable housing within walking or biking distance from work and entertainment in the downtown area. K Lofts will also be the first LEED certified historical building in downtown Little Rock and will contain approximately 30 residences averaging 670 square feet. Rent prices will be priced at affordable housing rates of one dollar per square foot. Due to the age and condition of the building, significant environmental concerns had been addressed. Asbestos, lead paint and biological waste were discovered in significant quantities.. K Lofts, LLC.�s renovations to the 40,000 square foot structure including preparing the basement and first floors for commercial restaurant space, and to build out the second through fifth floors as residential apartments.. Compared to new construction, the repurposing of an existing building conserves scarce resources by reusing existing materials. The total cost basis of 55 per square foot is half that of new construction and offers flexibility in the offerings of value to perspective residents and tenants. The project employs 26 full-time workers, including nine veterans and three ex-offenders. The city of Little Rock views this Brownfield redevelopment as the �lead domino� in the revitalization of the Main Street Corridor in downtown Little Rock. K Lofts, Inc.�s 315 Main Street redevelopment has continued to be a great example of the economic engine that a Brownfield site can generate. There is currently $106,249.97 owed on this loan; $143,750.33 has been paid. Final payment of $106,000 is in escrow and will be delivered on or before November 2,, 2018. The building is completed and is operating as Brewskis Pub on the first floor and contains Mulberry Flats, 32 one-bedroom units that are available for lease. Former Use: The 315 Main Street building ia approx. 40,000 s.f. of brick masonry construction built in 1902 as the Guss Blass Wholesale Company Building. Over the past century, the building served various retail, wholesale and office users under several owners. The structure had been vacant for over 15 years. The property has five above-ground floors and one basement level. The basement and first floor will be commercial, with the remaining four floors featuring 30 residences averaging 670 s.f. at market rate.
