Additional Property Attributes

The subject property is 2.26-acres located approximately 350 ft east of the Yellow Mill Channel and approximately 1 mile north of Long Island Sound. The subject property is situated in an urban area, with immediately surrounding properties used for mixed industrial and residential purposes. According to historical records, the subject property was used for industrial manufacturing purposes since at least 1875. Early Silver Plating Manufacturing at the Site included washing, polishing, heat treating, and pressing. From approximately 1945 through 2003, the Site was used for the manufacture of florescent lighting then electrical capacitors. Electrical apacitor manufacturing activities included cleaning, vapor degreasing, soldering, and impregnation. The wet capacitor process used polychlorinated biphenyl PCB-containing dielectric fluid and chlorinated solvents such as trichloroethene and 1,1,1-trichloroethane. This was later substituted with methylene chloride, isopropyl biphenyls, and bis2-ethylhexylphthalate. Several environmental remediation efforts have been performed at the subject property including excavation and operation of a groundwater extraction and treatment system. Excavation of PCB impacted soil was conducted in 1987 when approximately 260 cubic yards of soil was removed from a parking area in 1989 when approximately 35 cubic yards of soil was removed from an off-Site area located northeast of the Site and in 1993 when approximately 3,300 cubic yards of soil and surface material was removed from beneath the former wet capacitor portion of the building. A groundwater extraction and treatment system was installed and operated from October 1992 until at least February 2008, when power was disconnected to the facility. The groundwater extraction and treatment system is presently shut down as a result of vandalism. According to the CTDEEP, a continuing PCB groundwater plume is emanating from the subject property. Until this plume is controlled, the CTDEEP believes there is risk of recontamination of previously remediated areas. According to the CTDEEP, historic dumping of PCB-containing oils into floor drains at the subject property contributed to PCB contamination of sediments in the Yellow Mill Channel.
