Additional Property Attributes

Property consists of two parcels. South parcel (002113 00011) is 0.18 acre and owned by Shelby County Government. North parcel (0002113 00012) is 0.10 acre and owned by GCI-II LLC. Expected reuse is commercial. Historical soil sample results compared to May 2012 EPA RSLs. Arsenic, 4,4'-DDE, & 7 SVOCs exceeded residential RSLs. Arsenic & 6 SVOCs exceeded industrial RSLs. Arsenic concentrations are below Shelby County residential background. Shallow groundwater samples - 5 VOCs exceeded tap water RSLs, 3 VOCs exceeded MCLs. Trichloroethene, tetrachloroethene, & cos-1,2-dichloroethene exceeded MCLs. Shallow groundwater is not a potable water source. No detections in deep groundwater. Sub-slab soil-gas samples from under adjacent building slab - 3 VOCs exceeded industrial adjusted ambient air RSLs. TN Dept of Environment & Conservation collected ambient air samples in Nov 2012. Indoor results comparable to outdoor background. VOCs deteced in indoor air samples were below industrial vapor RSL; building use is commercial. TDEC plans warm weather air sampling in 2013.

Former Use: Property is near the southern end of downtown Memphis & consists of two parcels totaling 0.28 acre; the south parcel (002113 00011) is 0.18 acre & the north parcel (0002113 00012) is 0.10 acre. Property is currently undeveloped & unused. No buildings or equipment are onsite. Property is partially fenced & is covered with thick vegetation. Four groundwater monitoring wells are on the property. Historical sources indicate the property was first developed before 1888. A saloon & stores occupied the site between 1888 & 1945. National Paper & Chemical Company (Laundry & Dry Cleaning Parts, Supplies, & Equipment) reportedly began operations at the property in 1946. John E. Little reportedly operated the National Paper & Chemical Company onsite from 1958 until the mid 1970s. After the National Paper & Chemical Company closed, Mr. Little reportedly stored dry cleaning chemicals & detergents in 55-gallon drums & numerous smaller containers in the vacant site building. Chemical spills reportedly occurred in the building due to vandalism & lack of maintenance. City directories between 1972 & 1984 list Evans Enterprises as occupying the property. The city directories list the nature of business for Evans Enterprises as �steam cleaning equipment and supplies.� Mr. Little reportedly also operated Evans Enterprises. In the mid-1980s, the site building fell into disrepair & appeared abandoned. In 1986, the Tennessee Department of Environment & Conservation (TDEC) & Memphis Fire Department personnel inspected the property in response to a complaint regarding numerous containers of chemicals stored in an abandoned building at 564 South Main Street. More than 25 55-gallon drums & numerous smaller containers were observed inside the building, along with a large quantity of paper products piled throughout the building. A TDEC contractor removed the drums & containers & the building was demolished in 1987. The site has remained unused since that time.
