Additional Property Attributes

Former Use: Historical documents indicate the property, at the NW corner of Chelsea Ave. & Ash St. in the Hollywood Community, has had addresses of 3170, 3172, & 3188 Chelsea & 1509 Ash. It is surrounded by residential lots, a church, & schools. Earliest known historical use of the property is residential; a 1931 aerial photograph a structure & a 1938 city directory lists a residence at 1509 Ash St. From the early 1940s to the early 1950s, the Ash St. address was residential & 3170 & 3172 Chelsea were occupied by a grocery store, beauty shop, & filling station. In the early to mid-1950s, the commercial structure was razed & the present-day commercial building constructed & operated as a gas station at 3188 Chelsea; use of 3170 & 3172 Chelsea addresses ended. The residential structure north of the commercial building remained through the mid-1960s, 1509 Ash was not listed in city directories. Gas station operations continued until at least the mid-1970s; from 1978 to 1992, business names indicated auto repair & maintenance activities but did not indicate whether fuel was sold. Additional businesses occupying the property since the late 1980s were automotive-related & grocery/restaurant. In the 2010 aerial photo, a fuel dispenser island remains visible south of the site building. Limited visual observations did not indicate the presence of hydraulic equipment (e.g., vehicle lifts) or vehicle service pits inside the building. Based on the period when the property was used for auto servicing, PCB-containing oils may have been generated or accumulated onsite. Mr. Pugh purchased the property through a Shelby County Tax Sale on June 5, 2007. After his purchase, Mr. Pugh initiated operation of a convenience store for a month in 2009, then leased the property to individuals who anticipated operating various businesses but the property has remained inactive & unoccupied.
