Additional Property Attributes

The Phase I identified the site as a filling station and historical use of the site as a truck and trailer repair facility. Based on observations RECs identified were: Historical use of the former oil burning heater and visible evidence of staining associated with this heater, historical use of the below-grade pit in the southwest portion of the building, based on former site usage a floor drain sump was observed with an apparent concrete cut which extended from this floor drain that may have been a former elongated drain. Pipe was observed discharging from a hand sink located inside the building discharging directly to the ground surface coupled with on-site usage of paints, varnishes, and related materials. This discharge should be discontinued. Limited visual observations for asbestos were conducted of the interior of the on-site building. Suspect ACMs observed include linoleum paper backing and mastic, 2� x 2� ceiling tiles, 9� x 9� floor tiles, baseboard mastic, drywall and joint compound, 12� x 12� floor tiles, and roofing materials. These materials were generally observed to be in good condition with the exception of some water damage in several areas. Terracon recommends the following: a subsurface investigation to determine if the historical use of the site as filling station with ASTs and a truck and trailer repair facility with the observed RECs have impacted the site.

Former Use: The approximate 1-acre site located at 901 N. Orange Street in Butler, Bates County, Missouri, based on a review of the historical information, appears to have been undeveloped land since at least 1894 to 1958. The site was developed with a filling station with three ASTs and parking areas by at least 1961 until 1971. The site was graded land in 1986. The current-day site building was developed by at least 1990. The site was utilized by Kelly�s Truck and Trailer in 2001 for an unknown length of time. The site currently contains a commercial building and parking/storage areas. The building has several sections. The north portion of the building is divided into office space and is not currently being used. The southern portions of the building are used for storage and staging area with small workshop operations. Generally, the items being stored are related to items associated with renovating houses. The current-day adjoining properties were observed to be the following: Summit Street followed by Midwest Lumber True Value to the north; residential to the east; Lee Street followed by Dusty Attic Antiques to the south; and US Highway 71 followed by railroad tracks and a sale barn beyond. Based on observations of the adjoining properties, the properties listed above do not appear to represent a REC to the site at this time. The regulatory review identified two MDNR facilities within the specified search radii of the site. The site was listed as a SPILLS facility.
