Additional Property Attributes

"The assessment revealed the following information with regard to the two RECs previously identified in connection with the site. Use of the Property as a Junkyard: The location of borings B-1, B-2, and B-3 were all apparently within the footprint of the former junkyard/auto salvage business on the western portion of the site. B-1 was placed near former structures as evidenced by concrete foundations near the boring. B-2 was placed within an area of little vegetation and within an area of apparent former storage of vehicles or other large objects on the surface. Buried concrete/fill was also encountered in this area of the site during drilling. B-3 was placed within a surface depression that appeared to accumulate precipitation from other areas of the former junkyard. B-3 appeared ideally positioned within an area collecting potentially contaminated runoff from other areas of the site. Arsenic levels detected at the surface appear to be within background range for the St. Louis area, but lead levels are above non-residential target levels. Since B-3 was the only boring advanced and sampled in the southern area of the former junkyard operations, additional surface soil testing for lead appears to be necessary to define the extent of contamination exceeding non-residential target levels. Similarly, benzo (a) pyrene levels near the surface at B-3 exceed non-residential target levels and additional delineation appears warranted. Possible Stained Area: The location of boring B-4 was possibly within the stained area reported in the Phase I assessment as a REC. No other stained area was observed by Barr personnel prior to drilling. Regardless if this area was the same one referred to as a REC in the Phase I assessment, Barr observed an area of decaying vegetation, a surface depression, and an area where precipitation would likely pond due to runoff from the eastern portion of the site. Benzo (a) pyrene levels and lead levels were also above non-residential target levels within this surface depression. As with the western portion of the site, additional delineation of the near surface soils of this area of the site would appear to be required to ensure the health of future occupants of the site. Site Shallow Groundwater: The testing of the three temporary piezometers at the site revealed that groundwater contaminant levels are present but not at levels above human ingestion standards or above target levels considered protective of a future occupant due to potential vapor intrusion. The City of St. Louis has an ordinance prohibiting private water supply wells in the city limits. As such, the indoor air protection target levels would appear to be more applicable to the site to determine risks to human health from groundwater contamination. "

Former Use: Former uses of the properties were residential, except for the properties at 4438-46, which were used as a transmissions and auto parts junkyard. The St. Louis Development Corporation is assisting in the redevelopment of the property into Jamaa Learning Center--a full service community school buyilding with space for educational and social services to be built in four phases over four to six years to serve students and families in the Ville neighborhood of north St. Louis.
